The 63 km long Highway 104 Sutherlands River to Antigonish Twinning project in Nova Scotia was procured by the Nova Scotia Ministry of Transport and Infrastructure Renewal as a long-term design, build, finance, operate and maintain (“DBFOM”) project. Once completed, the Highway 104 provides motorists with a continuous twinned highway from the New Brunswick border all the way to Antigonish. The term of the concession lasts until the year 2043 with construction completion occurring ahead of schedule and on budget.

The physical scope consists of the following activities:

  • Construction of two new lanes adjacent to the existing highway from Exit 27 to a location near the community of Barneys River Station (approximately 17 kms);
  • Construction of approximately 10 km of new four-lane divided highway through a wooded area to bypass the existing highway through Marshy Hope;
  • Construction of two new lanes adjacent to existing highway from the new four lane section to the Antigonish Bypass (approximately 11 kms); and
  • Operations, Maintenance and Rehabilitation of all newly constructed highway together with the existing highway (63km in total) from New Glasgow to Antigonish from 1 June 2021 until the expiry of the concession.

The Project is expected to improve the health & safety and well-being of travellers and business in Nova Scotia, and enhance the quality of life for the people in Nova Scotia.
